The Downtown Specific Plan will be taking an innovative approach to zoning regulations for the area, usually referred to as a “Form-Based Code.” A Form-Based Code differs from conventional zoning because it puts more emphasis on the relationship between the buildings and the public spaces (road, open space, etc).
The City’s General Plan/Specific Plan consultant, Kaizer Rangwalla, will hold a training session for the Planning Commission, Cultural Heritage Commission, and the Design Review Board at a joint meeting on Tuesday, February 13, 2018, 7:00 p.m. in the Library Community Room. The public is encouraged to attend to learn how a Form-Based Code works. Refreshments will be served.
Specific plans are typically more than just policies that are more specific than the General Plan. They also typically include zoning regulations. The Draft Downtown Specific Plan will also include a Development Code, a first draft of which is available at http://www.plansouthpasadena.org/assets/part-4-code-downtown-specific-plan.pdf.
